A few months back I did an article on Philly's new ticket to tow law.
Basically a vehicle needs to be ticketed before it can be legally towed -
this is causing all kinds of problems!
Four towing companies and six private companies are now trying
to get a judge to intervene and invalidate the law.

I didn't know but it seems Philly tried to implement this law in 2010
and it didn't work, caused all kinds of problems and the ticket to
tow law was dropped off the books in 2012. So why now, why again?
I really feel for the tow truck companies stuck in this mess.
